Every line says what needs doing, what impact it has, what effort it takes and who should carry it out: your team, us or a third party. A plan that does not say who executes is a wish list, and as soon as that column is filled in half the priorities move.

You pay for the judgement, not for what follows
Consulting does not depend on you hiring development afterwards, which is why it can conclude that you should build nothing this year. We are partners of no vendor and take no commission for recommending a tool: if the answer is that you already have what you need, that is the answer you get.
The deliverable is written to be read without us
In English if your team works in English, with the decisions and the reason behind each one. Someone who was not in the sessions has to be able to execute it, because usually whoever ends up executing it was not there. That is the difference between a document and a plan.
