How we work in Miami
Country comes first, and it governs everything else
If country is the first field, everything after it can change with it: the label on the region field, how many lines the street takes and what is required. Asked at the end, after nine fields filled in under Spanish rules, it forces half the screen to be redone.
An address does not always fit on one line
Here the street and the number go together and the floor number is squeezed in wherever it fits. A shipment to the United States usually needs a second line for the apartment, and that line has to exist in the form, in the database and on the printed label.
The required field that does not exist in the other country
A form with a required state field cannot be submitted from a Spanish address, and one with a required province blocks anyone writing from Florida. The fix is a single region field whose label and requiredness follow the country selected, not two fields getting in each other's way.
One form, not two copies that drift apart
The temptation is to duplicate the screen: one for Spain and one for everywhere else. Three months later one has a new field and the other does not, and nobody remembers which one counts. We prefer a single form with per-country rules, in Laravel or in whatever framework you already run.
