App Store Connect and Google Play both allow named users with different permissions, including who may submit a version for review. Almost nobody configures it and everyone goes in as an administrator. The accounts are in your company's name, not the agency's, and who gets to press submit is a decision, not an oversight.
Changing a line of copy should not require a new version
The texts, prices and notices that are going to change we serve from your CMS, so the right person edits them without touching code or waiting for anyone. What genuinely does require shipping a version is decided and written down at the start, so nobody discovers in October that a two-word change takes a week.
The store listing is published content too
The description, the screenshots, the release notes and the privacy declaration are public text that anyone with access can change. It usually falls outside the review workflows because it does not live inside the website. It goes into the same scheme as everything else: who edits it, who approves it and against what criteria.
The store is one more approver, and it does not negotiate
Your internal workflow ends at an external reviewer with its own rules and its own timings, controlled by neither your team nor ours. Planning as though publishing were instant is the most common cause of a missed launch date. We put it into the calendar from the start.
