The order is the decision, and it is a business one
Splitting a project into phases is not a technical task. What goes first comes from where it hurts today: which process eats hours, which sale is being lost, which obligation lands in March. A plan ordered by what is convenient to build is a plan ordered in the supplier's favour.
The cost of phasing gets counted too
Each phase adds its own deployment, its testing and a period living alongside the old system, which sometimes has to be kept alive in parallel. Added up, that can eat the saving. We put it in the plan with a figure beside it, and if it does not pay off we say so and do it in one go.
A plan also says what stops
Starting a phase forces something else to stop: a project under way, a tool being retired, people who stop doing what they have done for three years. A plan that only adds tasks and removes none does not get executed; it gets filed away with kind words at the closing meeting.
A phase that is not measured cannot be closed
Each phase has its closing criteria written down before it starts: what has to be working and which number should have moved. Without that, phases do not end, they overlap, and six months later there are three half-done, none delivered and nobody able to explain why.
