A .ca domain, a .com with a folder for Canada or two separate sites are not equivalent options: each one defines who you are addressing and how much work has to be repeated for every market you add later. It is decided with you and with your plan on the table, not in a technical meeting.
Ordered by cost and by reversibility
Marking up the address in structured data is an afternoon's work. Changing domain is slow, drags redirects behind it and does not undo cleanly. The plan we hand over separates the two and says in which order they happen, so the irreversible gets decided slowly and the cheap gets done now.
